§ 150.04 EXEMPT SIGNS.
   (A)   The village finds that particular features or concerns regarding the following types of signs provide compelling reasons for their regulation in a different manner from other signs of similar duration of display or located within a common zoning district.
   (B)   The following signs and/or displays shall be exempt from the regulations of this chapter:
      (1)   Signs not visible beyond the boundaries of the property on which they are located;
      (2)   Signs owned and maintained by a duly constituted governmental body, including traffic signs or similar regulatory devices and legal or warning signs or devices. For the purpose of this chapter, this exemption shall include street signs and on-premises directional signs owned and maintained by the village;
      (3)   Village direction, public service, and welcome signs approved by the Village Council which are erected to welcome visitors to the village. Such signs may have affixed to them names and/or emblems of civic groups and churches;
      (4)   Trade names and graphics which are customarily painted on newspaper and soft drink dispensers. The village finds there is a compelling interest in exempting these signs from regulation due to their ubiquitous nature and the impracticality or inability to obtain soft drink dispensers and the like without such trade names or graphics. Therefore, these signs are exempt from the requirements of this chapter;
      (5)   Non-illuminated gasoline pump signs giving information such as self-service instructions, price, type of fuel, and the like, shall be permitted. These may contain the trade name and/or emblem, but shall not exceed a total of six square feet per island. The village finds there is a compelling interest in exempting these signs from regulation due to safety concerns and the needs of the motoring public to discern both the type of fuel and the price thereof. Therefore, these signs are exempt from the other requirements of this chapter; and
      (6)   All off-premises directional signs existing prior to May 5, 1990, provided that the message, background, colors, dimensions, orientation, location, and design of the support structure of such signs shall not be altered in any way. Normal maintenance, however, is permitted.
