The planning commission shall have all the powers authorized by 65 Illinois Compiled Statutes 5/11-12-4 et seq., and shall have jurisdiction over the corporate community and all unincorporated land situated within one and one-half (11/2) miles of the corporate limits. They are expressly authorized to prepare a comprehensive plan for the corporate community and unincorporated land situated within one and one-half (11/2) miles beyond the corporate limits.
