This Section applies to proposed development, redevelopment, site modification or building modification within a regulatory floodway. The regulatory floodway for Blackberry Creek and Welch Creek shall be as delineated on the regulatory floodway maps designated by DWR according to and referenced in the definition of "regulatory floodway" found in Section 10-1-2 of this Chapter. Only those uses and structures will be permitted which meet the criteria in this Section. All floodway modifications shall be the minimum necessary to accomplish the purpose of the project.
