Any person violating any of the provisions of this chapter shall be subject to termination of water service and penalty as provided in section 1-4-1 of this code for each violation. A new and separate violation shall be deemed to have occurred for each day that a violation exists. In the event that the village must pursue any legal action, regardless of its nature, for the enforcement of this chapter or any other applicable ordinances, the owner, his agents and employees, and occupant of any premises shall be liable for all costs, expenses and attorney fees of the village in taking such action. A determination by a court that a violation of this chapter has taken place and the assessment of a penalty therefor shall not preclude the village from seeking a recovery of any unpaid charges, fees or other sums due the village under this or other ordinances because of the furnishing by the village of its water services.
