Employees of the Village doing work or conducting business for or on behalf of the water system shall have the right of safe access and entry to any premises served by the waterworks system for the purpose of reading water meters at the regular prescribed intervals or for the purpose of making inspections, repairs, installations or any other purpose in order to maintain in good condition and provide for the protection of said water system and the efficient management thereof. Where such inspections are not of an immediate or urgent nature, arrangements shall be made for appointments mutually convenient to the owner or occupant of the premises served and the Village. Any person refusing the right of access and entry to his premises may be subject to termination of water services until the required opportunity to inspect is afforded the officers and employees of the Village. Termination of water services pursuant to this Section shall be deemed the same as a termination for nonpayment and any and all other charges shall be applicable and must be paid prior to reinstatement of water service.
