During construction of any building, and before any water meter is installed, the contractor so constructing such building may be permitted to use the water system. Persons desiring to use village water for other special purposes may also be permitted to use the water system. The person requesting the special water usage shall first apply therefor to the chairman and before using the water, pay the fee for such usage in effect at the time of application.
