Insofar as this Chapter is passed pursuant to the authority granted under 625 Illinois Compiled Statutes 40/5-2 permitting a municipal corporation to provide separate requirements for snowmobiles within the Village limits, any person operating a snowmobile other than in strict compliance with this Chapter or any person operating a snowmobile without a certificate of registration as provided herein, or any person operating a snowmobile with an invalid or cancelled certificate of registration shall be presumed to be operating a snowmobile beyond the authority herein granted, and shall not be entitled to operate a snowmobile within the provisions of this Chapter other than as provided under the Snowmobile Registration and Safety Act, 625 Illinois Compiled Statutes 40/1-1 et seq.
