Any towing firm shall become eligible to be listed on the roster and participate in the assignment of service calls by the police department if it meets the requirements set forth in this chapter. No person or towing firm shall be placed on the roster or operate a tow truck on tow roster calls if that person or towing firm has been convicted under the laws of Illinois or any other state of an offense which under the laws of Illinois would be: a) a felony, including, but not limited to, theft of a vehicle, b) a misdemeanor involving theft, fraud or misrepresentation, c) residential burglary, in this state or any other state, whether as a misdemeanor or a felony (which conviction has not been expunged, pardoned, or otherwise removed from the applicant's record), or d) has been fined by the Illinois commerce commission.
