It is unlawful for a parent, stepparent, legal guardian or other person to commit an offense under this section. A parent, stepparent or legal guardian of a minor commits an offense if he or she knowingly permits the minor to violate this chapter. Any other person, who is not a minor but who has custody or control of a minor, commits an offense if he or she knowingly permits the minor to violate this chapter, while in his or her custody or control.
