It shall be unlawful to beg within the Village. Any person who goes about from door to door of a private home or commercial and business establishment or walks upon or places himself in or upon any public way or public place to beg or receive alms for himself, shall be considered as engaged in the act of begging even though they purport to sell pencils, shoestrings or other small items while walking upon or placing himself on a public way or place.
