4-3-1: RECEPTACLES:
   A.   Receptacles Required: Every owner, his agent or the occupant of any house, building or apartment in the Village wherein persons reside, lodge or board shall provide for such house, building or apartment and at all times maintain containers for refuse, garbage, rubbish or trash in a number sufficient to store and handle for disposal the accumulation from each such house, building or apartment according to the specifications of this Chapter.
   B.   Storage Areas; Enclosure Required: All garbage storage areas larger than four (4) 55-gallon drums or equivalent shall be enclosed on the property whereas not to cause an eye sore.
   C.   Containers In Front Yards Prohibited: Such container shall not be located in "front yards" as defined in Title 11.
   D.   Accessibility:
      1.   Storage Area: Each garbage storage area shall be readily accessible for pickup by the disposal company.
      2.   Containers: All containers shall be readily accessible for pickup.
   E.   Storage Of Garbage: No garbage shall be stored in any container exceeding the top edges thereof, nor shall garbage be allowed to accumulate around and outside garbage containers.
   F.   Weekly Emptying Required: All containers shall be privately emptied at least once per week or more often if necessary for compliance as in subsection E above. (Ord. 484, 6-11-1990)
   G.   Screening: Each container partially or totally viewed from the street shall be enclosed on all four (4) sides by an opaque fence with height exceeding the container top by at least six inches (6") or an architecturally compatible structure or wall. One side of the enclosure shall contain a gate. The bottom of the gate shall be approximately twelve inches (12") above the finished ground level to facilitate snow removal. Where there exists a clear and certain physical impracticality therein, such an interference with safe traffic movement or obstruction of the building ingress and egress, the Village Clerk, as the enforcement official, may automatically waive the screening requirement.
