4-1-1: DEFINITIONS:
As used in this Chapter, the following words and terms shall have the meanings ascribed to them in this Section:
CONSTRUCTION MATERIAL: Dirt and topsoil, stones, gravel, cement, sludge, tar and all other material commonly used in the use, construction, excavation and development of roadways, buildings, excavations, dumps and factories, including any by-products, waste and earthen haulings which have to be removed as a result of said use, construction, excavation and development.
REFUSE: Combustible material (such as, but not limited to: paper wrappings; newspaper; wooden containers; trimmings from plants, leaves and weeds; branches and straw); discarded food products; containers, wrappers, cartons and cans (whether combustible or not); building materials and lumber; home furnishings and appliances; plumbing and electrical material, plaster, brick and stone; abandoned automobiles, trucks, refrigerators and stoves; and all other material posing health and/or safety hazards to the public.
VILLAGE SERVICES: The use of any Village equipment, tools, vehicles or compensated time of any Village employee to correct, repair, collect, clean up or remove any construction material or refuse. (Ord. 328, 7-25-1983)
