A person in charge may request a person to leave the city premises if the person requested to leave:
(A) Is engaged in fighting or in violent, tumultuous, or threatening behavior;
(B) Makes unreasonable noise;
(C) Disturbs any lawful assembly of persons without lawful authority;
(D) Obstructs vehicular or pedestrian traffic;
(E) Congregates with other persons on city premises and refuses to comply with a lawful order of law enforcement to disperse;
(F) Creates a hazardous or physically offensive condition by any act which the person is not licensed or privileged to do;
(G) Subjects another to offensive physical contact;
(H) Publicly insults another by abusive or obscene words or gestures in a manner likely to provoke a violent or disorderly response; or
(I) Is engaged in conduct detrimental to the good order and welfare of the city.
