1117.02 IMPROVEMENTS REQUIRED.
   All the improvements required herein shall be constructed in accordance with the specifications and under the supervision of Council, the Village Engineer, Street Department, Utilities Department and/or Village Administrator, as may be involved.
   (a)   Street Improvements. All streets and public ways shall be graded to their full width, including side slopes, and to the appropriate grade as determined or approved by the Village Engineer, and shall be surfaced in accordance with the current standards and specifications of the Ohio Highway Department, a copy of which shall be on file with the Street Department of the Village. A compacted base course shall consist of two courses of approved aggregate placed on a completed accepted subgrade and in conformity with line grades. Double surface treatment shall be applied on the compacted base. A drive pipe of approved material shall be installed by a developer at each lot in a subdivision as needed for proper drainage.
   (b)   Water Lines. Each lot shall be provided with a connection to the Village water system, water mains to be installed in accordance with requirements of the Village Administrator. Fire hydrants shall also be installed in all subdivisions within the corporation limits, the location of same to be approved by the Village Administrator and chief of the Fire Department.
   (c)   Sanitary Sewers. A subdivider shall provide a system of sanitary sewer mains and shall provide lateral connections for each lot. Connections to public sanitary sewer lines shall be subject to the approval of and according to the specifications of the Utilities Department and the Ohio Environmental Protection Agency and subject to the approval of the Village Engineer. Sanitary sewer mains shall be placed in the street right of way.
   (d)   Storm Drainage. All necessary improvements, including storm sewers or open drainage ditches, shall be made to provide for the adequate disposal of storm water and to maintain any natural drainage course. All lots shall be graded to carry surface water to an approved water course or storm sewer. A site grading plan shall be submitted showing topographic contours to a one foot interval and the proposed lot grading that will dispose of all surface water.
   (e)   Monuments and Stakes.
      (1)   Permanent monuments shall be accurately set and established at the intersection of all outside boundary lines of the plat, at intersections of these boundary lines with all street lines, at least at diagonally opposite corners of each street intersection, at the beginning and end of all curves, at points on curves where the radius or direction changes, and at such other points as are necessary to definitely establish all lines of the plat (except those outlining individual lots).
      (2)   Monuments shall be concrete, not less than three feet long and four inches square or round at the top with a round iron pin set in center, or other type as approved by the Village Engineer. Permanent iron pins, at least thirty inches long and three-fourths of an inch in diameter, or some other suitable permanent marker shall be placed at all corners of each lot.
