1117.01 IMPROVEMENTS REQUIRED PRIOR TO FINAL PLAT APPROVAL.
   (a)   No final plat of any subdivision shall be approved unless:
      (1)   Upon application and approval by Council all improvements specified in this section may be installed by the developer, one lot at a time where all lots face the street from one side or where lots face each other on both sides of the street. All improvements will be made the full length of the lot or lots. No lot may be transferred unless all improvements have been extended the full length of the lots.

      (2)   The subdivider shall have filed with the Village Clerk a cash deposit or a performance bond with good and sufficient sureties that such subdivider will construct all the required improvements within six months or a reasonable period of time, as approved by the Planning Commission. Such deposit or bond shall be an amount equal to the cost of constructing the improvements as estimated by the Village officials or agencies having jurisdiction and in accordance with the plans, specifications and quantities approved by the Planning Commission in the construction plans, and shall be in form with surety and conditions approved by the Village Solicitor.
