Any person or corporation that does alter, repair, construct or cause the same to be done to any building in the Village, when said alterations, repairs or construction cost more than fifty dollars ($50.00), without first obtaining a building permit in the manner prescribed by this chapter, shall be fined not less than ten dollars ($10.00) or more than fifty dollars ($50.00).
