1163.04 INTERPRETATION.
   In interpreting and applying the provisions of this Zoning Ordinance, the provisions shall be held to be the minimum requirements for the promotion of public health, safety, morals, comfort, and general welfare. Whenever the restrictions of this Zoning Ordinance require a greater width of size of yard or open spaces or require a lower height of buildings or a less number of stories or require a more restricted use of land, or impose other higher standards than are required in any other Ordinance or Regulation, Private Deed, Restrictions or Private Covenants, these regulations, shall govern, but if the requirements of the other Ordinance, Regulation, Private Deed, Restrictions or Private Covenants, is more restrictive, then those requirements shall govern.
