1121.04 ENFORCEMENT.
   (a)   No plat of any subdivision shall be entitled to be recorded in the Office of the Recorder of Williams County or shall have any validity until it has been approved in the manner prescribed therein, and it shall be unlawful for the County Recorder to record any plat of a subdivision within the jurisdiction of the Planning Commission until the plat has been approved as required herein and such approval has been endorsed in writing on the plat.
   (b)   It shall be unlawful for the owner, or the agent of an owner, to transfer or sell any land by reference to or by other use of a plat or description unless such plat has been approved as required herein. Whoever willfully violates any of the rules and regulations prescribed herein, or fails to comply with any order issued pursuant thereto, shall forfeit and pay not less than ten dollars ($10.00) nor more than five hundred dollars ($500.00). Such sum may be recovered with costs in a civil action brought in the Court of Common Pleas of Williams County by the legal representative and in the name of the Village of Stryker, Ohio.
