(a) No parent or guardian of any minor under the age of eighteen years shall fail to exercise reasonable control over said minor.
(b) An adjudication that said minor has committed any delinquent act or a finding that said minor is responsible for a violation which is deemed a civil infraction and the parent or guardian of said minor has received notification on at least two prior occasions of similar and/or same delinquent act(s) shall be prima facie evidence that said parent or guardian failed to exercise reasonable parental control.
