531.07 INTERPRETATION AND SCOPE.

The provisions of this chapter shall not be expected to be a limitation or restriction upon the authority of any department, division, official or employee of the City, but shall be deemed as an enlargement of any authority existing by virtue of the laws of the State or any other ordinance heretofore enacted by Council.
