(a) No person shall construct a fence, protruding iron bars, barricade or permanent monument of wood, masonry or stone or plant any brush, tree or plant on the public right of way so as to interfere with the normal use of a driveway or entrance to private property.
(b) The Safety-Service Director shall notify any person who violates this section and shall give such person thirty days notice to remove such condition defined in subsection (a) hereof, and if no removal takes place, then such person shall be charged with a violation of this section, which violation shall be deemed a minor misdemeanor; each day after service of notice shall be deemed a separate offense.
