(a) The Safety-Service Director is hereby authorized to prevent the pollution of any stream, water or watercourse which is the source of or which is used for domestic purposes by the inhabitants of the City.
(b) The Director is further directed to enforce this section by determining the source of pollution and after investigation he shall, by registered mail, notify the person, firm, corporation or association causing the same to immediately desist or cease such pollution and if, after ten days' notice, such pollution continues, the Director shall cause a warrant of arrest to be issued against the person, firm, corporation or association.

(c) Whoever violates this section is guilty of a misdemeanor of the third degree.
