(a) No person shall operate any motor vehicle or powered construction equipment and/or erect, construct, demolish, excavate, alter, or repair any building, structure or vehicle within the City in such a manner as to cause construction work, vehicle repair work, welding, sawing, woodworking, or any other noise that causes discomfort or annoyance to any reasonable person of normal sensitivities to be received beyond the boundaries of the property before 7:00 a.m. or after 9:00 p.m. with the exception of any noise related to, or vehicle responding to, an emergency situation.
(b) Whoever violates this section is guilty of a minor misdemeanor.
