(a) There is hereby declared an emergency to exist in the City by reason of a heavy snowstorm wherever snow falls during any period of twenty-four hours or less to a depth of three inches or more, in that such storm constitutes a serious public hazard impairing transportation, the movement of food and fuel supplies, medical care, fire, health and police protection and other vital facilities of the City. Such emergency is declared to continue for a period of forty-eight hours or until such earlier time as snow plowing operations have been declared completed by the Safety- Service Director.
(b) Whenever such an emergency exists and the Director has caused announcement thereof to be made by not less than two radio stations whose normal operating range covers the City, no person shall park, or suffer to be parked, any vehicle of any kind or description between the hours of 6:00 p.m. and 6:00 a.m., upon all streets which have been designated as through streets in Section 305.10.
(c) Vehicles may be parked for a period of time not longer than ten minutes for actual loading or unloading of passengers or thirty minutes for actual loading or unloading of property, provided that no other ordinance restricting parking as to place or time is violated thereby.
(d) The provisions of subsections (a) through (c) hereof shall not apply to the operator of any vehicle which is disabled while on a designated through street in such a manner or to such an extent that it is impossible to avoid stopping or temporarily leaving such vehicle in such position.
