311.05 SIGNS ON PUBLIC PROPERTY.
   (a)    No person shall erect, string, stretch or spread advertising or political signs and banners, or any other devices across any street or other public place in the City, except upon written permission of the Safety-Service Director.
   (b)    No person shall paint or paint any sign of any kind or nature upon the sidewalks, streets or curbs of the City, or attach any signs to any lighting standards, utility poles, posts, trees or parking meters, except by authority of the Director.

   (c)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
