311.04 SOUND INSTRUMENTS ON VEHICLES.
   (a)   No person shall play, use or operate for advertising purposes, or for any purpose whatsoever on the streets in the City any device known as a soundtruck, loudspeaker or sound amplifier, or radio or phonograph with a loudspeaker or sound amplifier, or any other sound instrument, calliope or any instrument of any kind or character which emits therefrom loud and raucous noises and is attached to or upon any vehicle operated or standing upon such streets or other public places.

   (b)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
