(a) Each employee who has rendered services to the City, of five years or more and who is a full-time employee shall be qualified to receive longevity allowance which is hereby established by Council. This section applies to all full-time employees and department heads of the City. The longevity allowance, payable once a year, shall be paid as follows:
Commencing with the first month of the sixth year of service:

Longevity shall be based on three dollars and zero cents ($3.00) per each month of service after completion of five full years.
(b) The City Auditor is hereby authorized and directed to compute and pay the sums enumerated in subsection (a) hereof for each full year beginning with the calendar year following the fifth year of employment.
(c) Service in Excess of Twenty-Six (26) Years. For each year of service beyond twenty-six (26) years, employees will receive an increase in longevity payments in the amount of the increment between the 25th and 26th year of the schedule.
