The Civil Defense Advisory Council shall be composed of members appointed by the Mayor. The number of members shall be determined by the Mayor. The Advisory Council shall include such representative, competent and qualified persons of the City as are necessary for carrying out the purposes of civil defense activities. The Advisory Council shall advise the Mayor, the Director of Disaster Services and the assistant directors if any, on all matters pertaining to civil defense. The Mayor shall serve as chairman of the Advisory Council and the members shall serve without compensation but may be reimbursed for reasonable and necessary expenses incurred in the performance of their duties with the approval and consent of City Council, excepting that in case of an emergency, the Mayor may direct reimbursement of members of the Advisory Council and other members of the civil defense organization from civil defense funds made available by City Council.
