(a) The regular Fire Department is hereby supplemented by the creation of a Volunteer Fire Department which shall be under the supervisor and control of the Director of Public Safety and Service and the Fire Chief of the City.
(b) The Volunteer Fire Department shall not exceed thirty members in number. Members shall be appointed by the Director and be subject to such rules and regulations as prescribed by the Director and the Fire Chief. The members of the Volunteer Fire Department shall be paid in accordance with the rates defined and established in the salary ordinance and each member of the Department shall be covered by the Industrial Compensation Act.
