(a) An administrative citation may be served by any of the following methods:
(1) By handing the citation to the property owner;
(2) By leaving the citation at the property owner's usual residence with a person or suitable age and discretion residing with the property owner;
(3) By sending the citation by certified mail to the last known address of the property owner and receiving a return receipt showing delivering of the mailing; or
(4) If service cannot be accomplished under subsections (a)(1), (2) or (3) hereof, by posting the citation conspicuously on the subject property.
