All expenses incurred by the City in connection with the abatement of a nuisance, plus a ten percent (10%) charge for the City's administrative costs, shall be charged to and become an indebtedness of the owner of such property and may be certified to the County Auditor for collection as other taxes and assessments are collected and/or the City may file a lawsuit against the owner to recover the costs.
