(a) There is hereby created a special fund for the purpose of the following:
(1) Increase public vigilance;
(2) Stimulate individual interest in detecting and preventing serious and heinous crimes in a total and comprehensive effort;
(3) Eradicate, minimize and solve serious and heinous crimes which would provide immediate total community response; and
(4) Exhaust every effort to solve offenses which would otherwise remain unsolved. The fund shall be known as the SAC (Solve A Crime) Trust
Fund.
(b) The Auditor shall not pay a sum in excess of two hundred dollars ($200.00) in payment of such rewards unless otherwise increased for good and sufficient cause. However, in no instance shall the payment exceed five hundred dollars ($500.00) to all sources, excluding all criminal justice system personnel, for arrest and conviction of perpetrators of serious and heinous offenses. The Police Chief or Mayor may authorize payment of such rewards.
(c) In addition to funding by Council, contributions and/or donations may be accepted or received by and for this special fund from the general public, and delivered to the City Auditor to be placed in the special fund.
