135.02 POLICE RESERVES.
   (a)    An auxiliary police unit is hereby established within the Police Department of the City in accordance with Ohio R.C. Section 737.051 which shall be known as the Struthers Police Reserves.
   The Director of Public Safety and Service shall be the executive head of the Police Reserves. He shall make all appointments and removals of auxiliary police officers subject to the general regulations which shall be adopted and prescribed by Council.
   The Director shall prescribe rules and regulations for the organization, training, administration, control and conduct of the auxiliary police personnel. The members of the Police Reserves shall not be eligible for membership in the Police and Firemen's Disability and Pension Fund and the members shall not be in the classified service of the City.
   Members of the Struthers Police Reserves, who have successfully completed the Ohio Peace Officer Training School, and hold current Ohio Peace Officer Training Council Certification, shall be granted the same powers, duties and authority as have been granted to regular Struthers Police Officers.

   (b)    The Director and the Police Chief together with the Police and Fire Committee of Council shall prepare the necessary regulations governing the functions, services to be rendered and control of personnel in the Police Reserves.

   (c)    The by-laws of the Police Reserves and the rules and regulations of the organization identified as Exhibits 1A and 1B attached to Original Ordinance 6299 and made a part of this section are hereby approved subject to this condition: no member of the Reserves shall be compensated for services rendered and no services shall be rendered unless proper industrial compensation coverage is obtained. Each member of the Police Reserves shall save the City harmless against claim for personal injury or damage arising out of the rendition of services as a member of the Police Reserves.
