All positions in the Street Department shall be under civil service and the Civil Service Commission shall properly define the duties of each position and place each position in the unclassified or classified service as defined by Ohio R.C. 124.01 and the Civil Service Commission shall include in both categories a competitive class and unskilled labor class and further establish such rules pertaining to filling of any and all vacancies in each position.
