759.17 APPEALS.
   (a)   There is hereby created a License Appeal Board, consisting of the Mayor, Law Director and Tax Commissioner.
   (b)    Any person aggrieved by denial, suspension or revocation of license may, within five (5) working days submit to the Mayor's Office an appeal to be heard by License Appeal Board. The hearing shall be held within forty (40) days of the Mayor's receipt of the Notice of Appeal. The License Appeal Board shall notify the aggrieved person of the time and place of the appeal hearing, which shall not be less than twelve (12) hours in advance thereof. The appellant may appear and be heard in person or by counsel. If, after the hearing, a majority of the License Appeal Board declares in favor of the appellant, the license must be approved or reinstated, as the case may be; otherwise, the order appealed from shall become final.
