(a) Public funds shall not be appropriated to fund any private organization or individual except where allowed and obtained through the City of Sruthers on behalf of eligible organizations and individuals.
(b) The City will continue to consider providing reasonable in-kind services to assist non-profit community organizations in their efforts to benefit the community as deemed appropriate, feasible and in the best interest of the community.
