These rules may be amended or altered or new rules adopted at any regular meeting of Council, on the report of a proper committee to which the subject has been previously referred, by the vote of a majority of all the members elected.
These rules, or any of them, may be temporarily suspended at any meeting of Council by a concurrent vote of three-fourths of all the members elected, and the vote on such suspension shall be taken by yeas and nays and entered on the Journal.
