111.15 PREVIOUS QUESTION.
   When the previous question shall be moved and seconded, it shall be put in these words: “Shall the main question be now put?” and until decided shall preclude all further amendments of the main question, and all further amendments of any preceding amendment thereof, and all further debate thereon; but shall not preclude pending amendments from being put in their proper order before the main question. Should the previous question be decided in the negative, it shall not have the effect to prevent further action or debate upon the main question or amendments thereto at that meeting.
