The yeas and nays when demanded by any member, shall be taken on the passage of any question or proposition submitted to Council, and in taking the yeas and nays the Clerk shall call the names of the members in their alphabetical order and before announcing the vote by the President of Council, the Clerk shall read the votes so taken, when requested by any member.
