111.08 REPORTS OF COMMITTEES.

All reports of committees shall be made in writing when demanded by Council and signed by the members concurring in such report, and every motion or proposition, except privileged questions, shall be reduced to writing before action is taken thereon, when required by any member. (1955 Code §111.08)
