In the absence of the President of Council, the President pro tem shall discharge the duties of the President of Council, and in the absence of the President of Council and President pro tem, the Clerk shall call Council to order, and if a quorum shall then be present, Council shall appoint one of their number President pro tem for that meeting, or until the appearance of the President of Council or President pro tem. The President pro tem shall, while in the Chair, have all the powers and discharge the duties of the President of Council.
