The stone monument set at the intersection of the northerly line of Union Street with the westerly line of Bridge Street is hereby made the standard base of levels or plans of reference for grades of streets, sewers and all other levels in the City. The elevation of the top of the stone monument shall be sixteen and twenty-nine hundredths (16.29) feet.
