137.04 EMERGENCY CALLS OUTSIDE THE CITY.
   Council declares it necessary to authorize and permit the Struthers Fire Department to answer emergency calls when assistance is requested or needed by the following neighboring municipalities or any citizen residing in said adjacent areas, to wit: Village of Poland, Poland Township, Boardman Township, Coitsville Township, Lowellville, City of Youngstown, City of Campbell, Springfield Township, Mahoning Township and Beaver Township, subject to the following conditions:
   (a)   Call for assistance must be made to the City by the Fire Chief of the neighboring municipality or by the executive officer in charge of said Fire Department. It being understood that the Struthers Fire Department will render assistance only after a definite need is defined by the Fire Chief or executive officer of the neighboring municipality requesting such aid.
   (b)   Cost and expenses incurred by rendering such assistance shall be paid to the City of Struthers, by the neighboring municipality or Township requesting such aid, governed by the Safety-Service Director.
