Within the scope of this Commercial Property Maintenance Code as hereinafter defined, the purpose of this Code is to establish minimum standards necessary to make all commercial properties and vacant property safe, sanitary, free from fire and health hazards and beneficial to the public welfare; to establish as will not constitute a blighting or deteriorating influence on the neighborhood and community; to fix responsibilities for owners and occupants of structures with respect to sanitation, repair and maintenance; to authorize external inspection of structures; to establish enforcement procedures; to authorize the vacation or condemnation of structures and to fix penalties for violations.
