Effective January 1, 1996 in all residential areas all refuse, rubbish and garbage receptacles shall be stored in the rear yard or in the situation where there is no rear yard, refuse, rubbish, and garbage receptacles shall be stored in an inconspicuous place in the side yard. Refuse, rubbish and garbage receptacles shall not be stored in residential front yards or front porch areas.
