(a) Council hereby adopts the following rules and regulations in order to comply with the regulations that are necessary in cities which have received housing improvement grants:
(1) Maximum housing grant will be five thousand dollars ($5,000). Loan limits will be determined later.
(2) The grant will be used only to correct code violations and make the dwelling safe, decent and sanitary. The grant will not be used for optional home modernizations, such as kitchen cabinets, family rooms, patios, landscaping and garages. The grant can be used to cover the cost of building permits and related fees as required.
(3) The homeowner must agree to a thorough housing inspection to be performed by the City's housing inspector.
(4) The homeowner must agree to the contractor selected by the City through the competitive bidding process. Loan recipients may choose their own contractor, but final inspection must be made by the City.
(5) Recipients of grants must remain in the single-family dwelling for two years after code violations have been corrected; however, this does not apply to loan recipients. If any recipient of these funds to repair the homes should move before the two year period is up, action shall be filed by the solicitor to recover all moneys received.
(6) Single-family dwellings that have been brought up to code under the Housing Improvement Grant Program will be ineligible for future housing improvement grants for a period of five years after the date of the grant awarded.
(7) Grant and loan applicants must bring suitable income proof and documentation when filling out the application.
(8) Grant recipients must agree not to induce the contractor to make improvements nor provide materials which are over and above those specified in the work agreement.
(9) Recipients of grants must agree to observe City-specified procedures in filing any complaints pursuant to the work of any contractor or subcontractor.
(b) Persons interested in applying for rehabilitation assistance through the Struthers Housing Improvement Program are subject to the following eligibility requirements:
(1) Applicant must be the owner/occupant of the single-family dwelling to be rehabilitated.
(2) Applicant's gross annual income must not exceed the following limits, based upon his/her family size:

(3) Applicant must live in one of the City's two identified target areas: Census Tracts 8105 and 8106. See map attached to original Ordinance 77-7004.
(4) Applicant's total liquid assets, not including car and house must not exceed ten thousand dollars ($10,000).
(5) Applicant must make out an application at City Hall.
