1385.03 ENFORCEMENT.

   (a)    Inspection. Inspection of Residential Rental Property shall be made by the Safety Service Director or his authorized agent (Code Enforcement Director) for the purpose of this Chapter.

   (b)    Responsibilities of Owner. No Owner shall allow a Tenant to occupy or possess Residential Rental Property unless the Owner obtains:

      (1)   A Residential Rental License and/or Occupancy Permit from the Safety Service Director and/or Code Enforcement Director; and

      (2)   Trash service in the owner's name as required by Section 951.06 of the Codified Ordinances,

   unless the current tenant already has an account for, and is presently paying for, trash service, in which case the owner is not required to obtain trash service in his/her name until a change of occupancy.
