(a) The purpose of this Chapter is to identify and regulate Residential Rental Property in the City, to ensure that Residential Rental Property affords Tenants a safe and decent place to live, to hold Tenants and Owners accountable for their actions, and to provide for the protection of the public health, safety and welfare of all residents of the City.
(b) Nothing in this Chapter shall be construed to:
(1) Excuse, waive, limit, or modify any other requirements or obligations to comply with federal, state, and/or local laws;
(2) Limit any right or authority of the City to investigate and abate nuisances or to enforce any other provisions of federal, state, or local laws; or
(3) Otherwise prevent or waive compliance with all other federal, state, or local laws.
