In case of the violation of the foregoing rules or any part thereof, in the doing of any plumbing or sewer work, the approval of the plans and description shall be nullified by the Plumbing Inspector and notice thereof shall at once be given to the plumbers or sewer builders having charge of and doing the work, and to the owner of the building or his agents and thereupon all work under such plans and descriptions shall not be recommenced until such plans and descriptions have been reapproved by the Inspector.
