1351.16 PERMIT FEE; PORTABLE NEON SIGNS.
   "Portable neon sign" or "illuminous sign" means any sign which has characters, letters, figures, designs or outline illumination by electric lights or luminous tubes as a part of the sign.
   (a)   There is hereby established a ten dollar ($10.00) permit fee for the displaying of a portable neon sign in the City. Such permit shall be obtained from the Safety- Service Director after such permit fee is paid.
   (b)    The Safety-Service Director has the right to deny any permit or to declare any permit invalid if such sign is near an intersection where it creates a traffic hazard.
   (c)    All permit fees shall be collected by the Safety-Service Director and deposited in the General Fund.
